The Association of Academic Museums and Galleries has published The Task Force for the Protection of University CollectionsA Ready Reference Guide for Academic Museum Professionals. The Task Force, which includes CAA and its Executive Director and CEO, Meme Omogbai, aims to serve as a resource and advocate for college and university museums whose collections are or may be under threat. This guide outlines the Task Force’s purpose and has basic information for museum professionals to begin to address challenges related to voluntary deaccessions.

Coffee Gathering: Reimagining Engagement in Academic Art Museums

Berit Ness is the Assistant Curator for Academic Initiatives at the University of Chicago’s Smart Museum of Art, where she oversees the museum’s active study room, manages curricular exhibitions, and serves as a specialist for the museum’s permanent collection. She regularly engages with UChicago faculty and students to foster interdisciplinary approaches for using the museum’s collections and exhibitions as a resource for teaching and learning. Berit has co-organized curricular-driven exhibitions such as Down Time: On the Art of Retreat and The History of Perception.

Since joining the Spencer Museum of Art at the University of Kansas in 2009 Celka Straughn has worked to integrate the museum into the life of the university, and university teaching, learning, research and other activities into the life of the museum. This includes collaborative exhibition projects with faculty and students, such as American Dream, a student-generated exhibition with Dr. Ellen Raimond in conjunction with the 2016 KU Common Book (2017). Her teaching and scholarly work on museums explores collecting practices, museums and markets, colonial and global museum discourses, cross-disciplinary museum learning and engagement, and museum ethics. She regularly teaches courses for KU’s Honors Program, and is affiliate faculty in Museum Studies and German Studies. From 2012-2019 she served on the CAA Museum Committee and contributed to the formation of RAAMP.

The COVID-19 pandemic and greater awakening of museums to the pandemic of structural racism have further pushed museums to rethink how they engage with their communities. For museums embedded within colleges and universities, this has brought a reexamination of the fundamental ways they act as sites for teaching and learning on campus. As educational institutions are pivoting to new curricular models for socially-distanced and remote learning, campus museums also have to envision new ways to support teaching with art. How can academic museums learn from these experiences to strengthen their missions for inclusion and accessibility, meet emerging academic and community needs, and catalyze structural change?

This participatory conversation is designed to bring colleagues together in discussion. The bulk of the session will take place in smaller break-out rooms for participants to individually share and learn from each other. Below are some prompts for generating conversations.

The College Art Association (CAA) has been awarded a $132,600 grant from the Andrew W. Mellon Foundation to support the development of Resources for Academic Art Museum Professionals (RAAMP), a free, publicly accessible website that will collect, store, and share resources for professionals in academic art museums. RAAMP will promote scholarship, advocacy, and discussion related to academic art museums and their contributions to the educational mission of their parent institutions. CAA and its Museum Committee will develop RAAMP and manage its peer-generated content with the assistance of project partners, which include the Association for Academic Museums and Galleries (AAMG) and the Association of Art Museum Curators (AAMC).

Linda Downs, CAA executive director, said, “The RAAMP project was initiated by the CAA Museum Committee members N. Elizabeth Schlatter, Deputy Director and Curator of Exhibitions, University of Richmond and Celka Straughn, Andrew W. Mellon Director of Academic Programs at the Spencer Museum of Art who recognized the professional needs of academic art museum to share resources in order to better integrate museum collections into interdisciplinary study through a social community system. CAA is excited about this important initiative that will provide a prototype for similar forums.”

“Through its College and University Art Museums program, the Mellon Foundation has been a long-term supporter of the integration of college and university art museums into the curriculum and research cultures of their host institutions,” said Mariët Westermann, vice president of the Mellon Foundation. “We are therefore pleased to provide a grant to CAA for the creation of an online repository and exchange hub that will further strengthen the collaboration between academic museums and their campus communities.”

RAAMP aims to strengthen the educational mission of academic museums and their parent institutions by providing a dynamic repository of resources, by functioning as a site for news and information, and by supporting public discussion through online forums. The anticipated primary users of RAAMP include academic museum staff: administrators, educators, curators, directors, and conservators. The site would also be a significant asset for university and college administrators, faculty and staff in art and art-history departments, undergraduate and graduate students, and scholars of academic museums. Because RAAMP’s content addresses particular demographic groups—higher education and the visual arts—that are also served by nonacademic museums, the project would be valuable to museum professionals from any institution or background.

RAAMP would specifically benefit users seeking publications, information, research, case studies, professional development, and networking opportunities. Support from the Mellon Foundation will help CAA to determine types of content that would be most beneficial to RAAMP’s audience and contributors, how best to deliver and share this content, and how to facilitate dialogue related to the project’s mission.

DeWitt Godfrey, CAA president and professor of art and art history at Colgate University, said, “This is an important step for the Association to strengthen ties with academic art museums throughout the United States.”

RAAMP was conceived during a 2013 CAA Annual Conference session organized by the Museum Committee, titled “The Position of Academic Programs in Campus Art Museums: What, Why, Who, and Where To?” Session attendees expressed the need to better and more efficiently share information, strategies, and best practices for communicating academic museums’ educational contributions to their parent institutions. Many museums have created innovative programs and practices to serve their campus communities and fully integrate their collections and activities into the academic mission of their college or university. Museums have also worked to apply quantitative and qualitative metrics for mission success.

Leading the project as principal investigators will be: N. Elizabeth Schlatter, deputy director and curator of exhibitions at the University of Richmond Museums in Virginia and a member of CAA’s Museum Committee; and Celka Straughn, Andrew W. Mellon Director of Academic Programs at the University of Kansas’s Spencer Museum of Art and a member of CAA’s Museum Committee. “We are excited to work with colleagues to further develop this accessible resource that reflects that many innovative activities happening at academic museums today. We hope it will serve academic art museums to promote collaboration and demonstrate their educational and scholarly contributions.”

Report from Museums Advocacy Day 2015

Elizabeth Schlatter is deputy director and curator of exhibitions for the University of Richmond Museums and outgoing chair of CAA’s Museum Committee.

On Tuesday, February 24, the American Alliance of Museums (AAM) held the seventh annual Museums Advocacy Day, in which representatives from all types of museums and arts organizations from across the country meet with congressional representatives to promote museums’ contributions to society and to discuss specific initiatives affecting their impact. This year, CAA sponsored a Museum Committee member to attend the event, so I was able to join fellow museum professionals in this important and surprisingly fun activity.

Monday, February 23, was dedicated to all-day training, which included presentations on the three main initiatives that we were to focus on during our discussions on Capitol Hill, as well as a panel Q&A with representatives from several federal funding agencies, including the usual “alphabet soup” of the NEA, NEH, IMLS, NSF, and the Bureau of Educational and Cultural Affairs from the US State Department. The main takeaway from that discussion was to always contact these federal agencies when applying for a grant or program, as their staffs are there to help you through the process. Another activity was a fantastic presentation on the “Art of the Ask” by Dan Yaeger, executive director of the New England Museum Association. As a lobbying newbie, I attended a talk by Stephanie Vance (a.k.a. the Advocacy Guru) on the nuts and bolts of lobbying on the Hill. Helpful tips included:

  • Be respectful to everyone you meet, even if it’s a twenty-one-year-old staff member and not your congressperson. These staff members truly affect how the representatives work and vote
  • Prepare an elevator speech and connect it to the representative’s personal interests or platform
  • If you have an appointment with a congressperson whose views you oppose personally, remember that when they meet with you, you are at the very least taking up their valuable time (an amusing and helpful tip!)

The afternoon consisted of reviewing the main issues that AAM was emphasizing this year:

  • Supporting fully authorized funding of $38.6 million in fiscal year 2016 for the IMLS’s Office of Museum Services
  • Opposing any proposals that would limit the scope or value of the tax deduction for charitable donations
  • Supporting the Artist-Museum Partnership Act, which would allow artists to claim a tax deduction of the fair market value of their work when donated to a charity
  • Supporting partnerships between museums and schools
  • Allowing museums be to eligible to compete for funding as part of a new Elementary and Secondary Education Act

AAM’s staff and presenters assured us that we need not be experts on these subjects but rather should use our congressional meetings to offer personal stories that demonstrate how museums are vital to the fabric of society and explain how the issues stated above will help museums continue this good work.

On Tuesday, we were fed a great breakfast, then all broke up to attend appointments that AAM set up for us across the Hill. I attended these meetings representing both CAA and my own institution in Virginia, so I met with Senator Tim Kaine (VA), Senator Kirsten Gillibrand (NY), Representative Louise Slaughter (NY), Representative Bobby Scott (VA), and Representative David Brat (VA).

I was with a group of about ten to fifteen fellow museum and arts folks for the first two appointments, and for the last three I was one of only two or three people. In addition to the issues mentioned above, I was able to talk about my museum, about university museums in general, and, of course, about CAA, including the recently issued fair-use guidelines. In general, the congressional staffers I met were gracious and knowledgeable—and I even got a photo op with a representative for my Facebook page. I was surprised and terribly grateful by how well AAM organized the event, how well they prepared us for the meetings, and how kind all the staff on the Hill were.

One of the things AAM pushed during training was that advocacy should continue beyond just that day, so I sent thank-you notes later that week. I’ve also been in touch with the two House Representative offices in Virginia to invite the congressmen and their staffs to visit our museums. Finally, my fellow advocates and I offered ourselves as resources on issues related to museums and the arts. All in all, Museums Advocacy Day was a fantastic experience to see and engage Congress in person, to meet colleagues with shared interests, and to spread the good word about museums and CAA.

The National Endowment for the Arts is pleased to announce the appointment of Wendy Clark as director of Museums, Visual Arts, and Indemnity. Clark has served as acting director of Museums, Visual Arts, and Indemnity since November 2012 and will continue to manage the NEA’s grantmaking in this area, as well as the program’s special initiatives, such as Blue Star Museums.

NEA Deputy Chairman Patrice Walker Powell noted “Ms. Clark brings to this leadership position a wealth of knowledge and experience with the people and institutions that comprise the visual arts and museum field. She is an asset to our organization, an advocate for the field, and a long-term NEA leader.”

Clark has more than 20 years of experience managing various federal grant programs and special initiatives at the NEA in the fields of museums, visual arts, and design, including the Mayor’s Institute on City Design, Your Town, the American Masterpieces/Visual Arts Touring Program, the Rosa Parks Sculpture Competition for the Architect of the Capitol, and the Renna Scholarship Grants Program. Prior to her role as acting director, she was the museum specialist, working primarily on Art Works grants and special initiatives and advising hundreds of museums annually seeking funding for exhibitions, conservation, commissions, care of collections, educational outreach, and reinstallation projects. She has represented the agency annually at the American Alliance of Museums conference as both a presenter and exhibitor. Clark is a member of ArtTable, an organization dedicated to advancing women’s leadership in the visual arts field.

“I’m thrilled to help the nation’s museums and visual arts organizations—with  their aligned missions and divergent needs—continue  to present the work of excellent artists to the American people.  To be part of this community is an honor,” said Clark. “Museums have a tall and challenging order, increasingly called upon to be civic anchor, community gathering place, and stewards of our most prized cultural heritage. I remain energized and fulfilled by public service.”

Prior to coming to the NEA, Clark held positions at the Illinois Arts Council in public affairs, visual arts, and design. There she worked on a traveling exhibition program initiative, and a cultural facilities planning and design grant program called Building by Design, which was awarded a Federal Design Achievement Award by the NEA’s Presidential Design Awards jury. She was an NEA Fellow in arts administration, and was the chairman of the Design Review Committee for the Civic Association of Hollin Hills, a mid-century modern residential development designed by architect Charles Goodman and landscape architect Dan Kiley.

Clark has a bachelor’s degree from the University of Michigan and studied Elizabethan history, art, and literature at New College, Oxford University. She is originally from Dayton, Ohio.

Sequestration: What It Means for Museums

The American Alliance of Museums (AAM) sent the following email on March 5, 2013.

Sequestration: What It Means for Museums

On Friday, March 1, $85 billion in across-the-board federal spending cuts were triggered, a process commonly called “sequestration,” which is now affecting nearly every agency throughout the government. For most agencies that support museums, (including IMLS, NEA, NEH and NSF) this means a five percent cut in their annual funding, including a reduction in grant-making activities for the year ahead.

While Congress may still undo or restructure sequestration, federal agencies are now determining how to absorb these severe cuts. The National Endowment for the Humanities expects to make fewer new awards at lower award amounts. The National Science Foundation is expecting to award 1,000 fewer new research grants.

“The Alliance will continue to fight for federal museum funding in the days and weeks ahead, but we must be sure the current decrease in federal grants is not compounded by a reduction in charitable giving incentives,” said Alliance President Ford W. Bell. “I was pleased to submit testimony to the House Ways and Means Committee last month, but members of Congress also need to hear from their constituents about how charitable giving limitations would affect museums.”

While Congress’s inability to reach agreement on spending issues has complicated and slowed the federal budget process this year, interest is also picking up on comprehensive tax reform. The House committee with jurisdiction over the tax code held a hearing on February 14 on proposals to reform charitable contribution tax incentives, many of which could have a devastating impact on giving to museums and other nonprofits.

2012 Advocacy Days for the Arts, the Humanities, and Museums

CAA encourages you to register and take part in three upcoming events this winter and spring in Washington, DC: Arts Advocacy DayHumanities Advocacy Day, and Museums Advocacy Day. At each, participants meet their senators and representatives in person to advocate increased federal support of the National Endowment for the Arts, the National Endowment for the Humanities, and the Institute for Museum and Library Services.

Previous lobbying experience isn’t necessary. Training sessions and practice talks take place the day before the main events—that’s why, for example, Arts Advocacy Day is actually two days, not one. Participants are also prepped on the critical issues and the range of funding requested of Congress to support these federal agencies. It is at these training sessions where you meet—and network with—other advocates from your states. The main sponsoring organization for each event makes congressional appointments for you.

You may have mailed a letter or sent a prewritten email to your congressperson or senator before, but legislators have an algorithm of interest for pressing issues, in which a personal visit tops all other forms of communication. As citizen lobbyists, it’s also important to have a few specific examples about how arts funding has affected you: don’t be afraid to name-drop major cultural institutions—such as your city’s best-known museum or nonprofit art center—in your examples of why the visual arts matter in your state.

If you cannot attend the three advocacy days in person, please send an email or fax to your representatives expressing your concern about continued and increased funding for the visual arts. If you don’t know your representative or senators, you can look them up at www.congress.org.

Museums Advocacy Day

The American Association of Museums (AAM) leads Museums Advocacy Day, taking place February 27–28, 2012, at the Georgetown University Hotel and Conference Center. With support from numerous nonprofit organizations, including CAA, AAM is developing the legislative agenda for this year’s event. Likely issues will include federal funding for museums, museums and federal education policy, and charitable giving issues affecting museums.

The entire museum field is welcome to participate: staff, volunteers, trustees, students, and even museum enthusiasts. Museums Advocacy Day is the ideal chance for new and seasoned advocates to network with museum professionals from their state and to meet staff in congressional offices. Registration has closed, but AAM is taking participants on a case-by-case basis.

Humanities Advocacy Day

The National Humanities Alliance (NHA), along with a host of other groups and learned societies, including CAA, sponsors Humanities Advocacy Day, to be held March 19–20, 2012, in conjunction with its annual meeting. Scholars, higher education and association leaders, and policy makers will convene first at George Washington University for the conference and then on Capitol Hill for congressional visits and a reception.

The preliminary program includes: NHA’s annual business meeting for voting members; discussion of humanities funding and other policy issues; a luncheon and keynote address with Richard H. Brodhead, president of Duke University; and presentations of current work in the humanities. Learn more about registration, which is open until March 1, 2012.

Arts Advocacy Day

To be held April 16–17, 2012, Arts Advocacy Day is the only national event that brings together America’s cultural and civic organizations with hundreds of grassroots advocates, all of whom will underscore the importance of developing strong public policies and appropriating increased public funding for the arts. Sponsored by Americans for the Arts and related organizations, including CAA, the event starts at the Omni Shoreham Hotel on the first day, before participants head to Capitol Hill on the second. Registration can be made through March 30, 2012.

CAA Advocacy for Artists, Art Historians, and Art Museums

CAA is the principal national and international voice of the academic and professional community in the visual arts; the organization was founded on the principle of advocating the visual arts and actively continues that engagement today (see The Eye, The Hand, The Mind: 100 Years of the College Art Association, edited by Susan Ball). The principal goal of CAA advocacy is to address issues of critical importance in the visual arts that benefit artists, art historians, and museum workers and to inform the public.

CAA specifically advocates change and improvements in these areas:

  • Government funding for the arts and humanities
  • Freedom of expression and against censorship
  • Intellectual-property rights
  • Preservation of the artistic integrity of public spaces
  • Higher education and technologies to facilitate distance learning
  • Philanthropy for the arts and humanities
  • Tax policy as it applies to CAA members
  • Conditions in universities, museums, and other workplace environments of CAA members

CAA cosponsors and regularly sends representatives to the annual Arts, Humanities, and Museum Advocacy Days in Washington, DC. Email petitions are requested of CAA members throughout the year when legislation is being considered in Congress related to specific issues. This year’s advocacy message to Capitol Hill focused on maintaining the funding levels of the National Endowment for the Arts and the National Endowment for the Humanities.

Recent issues related to freedom of expression and censorship on which CAA has taken a public position include:

  • Incarceration of the Chinese artist Ai Weiwei
  • Removal of David Wojnarowicz’s video from the Hide/Seek exhibition at the National Portrait Gallery
  • Proposed removal of the John T. Biggers mural at Texas Southern University
  • Removal of the Department of Labor mural in Augusta, Maine
  • Adrian Piper’s placement on the Transportation Security Administration Watch List
  • Supreme Court amicus brief in support of petition for review regarding artists whose vehicular artwork was removed by the City of San Marcos, Texas
  • Supreme Court amicus brief asserting the unconstitutionality of a federal law criminalizing the depiction of animal cruelty in United States v. Stevens

In addition, CAA has been involved in intellectual-property rights, as described below.

Orphan Works

CAA participated actively in US Copyright Office proceedings to study orphan works and, thereafter, actively supported legislation—yet to be passed by Congress—that would require users to conduct work-by-work, due-diligence searches to identify and find the copyright holder. If that search failed to identify or find the copyright holder, the work could be used without the threat of injunctive relief or statutory damages. If the copyright holder emerges after the work has been researched and used, he or she could still sue the user for copyright infringement, but a losing defendant would only be required to pay the normal license fee; the proposed legislation includes a safe harbor for museums that removed works expeditiously. It is unclear if any orphan-works legislation will be reintroduced in this or subsequent Congresses. After the March 2011 decision of Judge Denny Chin of the US Court of Appeals Second Circuit rejecting the settlement of the Google Books litigation, CAA’s counsel was approached by Public Knowledge (“a D.C. public interest group working to defend citizen’s rights in the emerging digital culture”) asking if CAA remained interested in orphan-works legislation and, if so, to sign a letter to Congress requesting that orphan-works legislation be reintroduced.

Cost for Reproducing Images of Artwork in Museum Collections

In recent member surveys, one of the most critical issues articulated was the high cost of reproduction rights of works in museum collections that are not under copyright. CAA has requested formal attention to this issue from the Association of Art Museum Directors.

Fair Use

CAA’s Committee on Intellectual Property, chaired by Doralyn Pines and Christine Sundt, is reviewing and proposing revisions to the Intellectual Property in the Arts section of the CAA website. The committee will also review a draft set of fair-use guidelines being prepared by the Art Law Committee of the New York Bar Association and the Visual Resources Association; after such review, the CAA Board of Directors may be asked to endorse the updated guidelines.

Extension of Copyright Term

CAA signed a Supreme Court amicus brief regarding the retroactive application of the extension of copyright term in Eldred v. Ashcroft. The Copyright Term Extension Act of 1998 was challenged with the original complaint filed on January 11, 1999. CAA was an amicus when the case was brought to the Supreme Court, which held on January 15, 2003, that the Copyright Term Extension Act of 1998 was constitutional (see the March 2003 CAA News).

Artist-Museum Partnership Act

CAA actively supports the Artist-Museum Partnership Act, which establishes fair-market-value tax deductions for works given by artists instead of the current limitation to cost of materials. Information on the progress of the Artist-Museum Partnership Act is published in the weekly CAA News email, posted in the Advocacy section of the website, and communicated to the Services to Artists Committee. If and when a bill is subject to a vote in Congress, CAA will urge all members, affiliated societies, and committees to contact their representatives.

Coalition on the Academic Workforce

CAA is a member of the Coalition on the Academic Workforce, which recently prepared a survey of contingent faculty. Over 30,000 individuals completed the questionnaire—many were CAA members—and the results will be tabulated this spring. Information on all aspect of working conditions is included in this survey and will assist in informing future standards and practices. CAA’s Professional Practices Committee and Education Committee are kept informed of the survey and its tabulation and will analyze the results and determine action to take that will benefit CAA members. Contingent faculty is currently responsible for 76 percent of teachers in American colleges and universities. CAA supports equitable hiring, representation, and benefits for this growing segment of the faculty.

How It Works

How does advocacy work at CAA? CAA both monitors advocacy issues and is approached by universities, colleges, organizations, and individuals who raise issues via CAA’s counsel, officers and members of the board, executive director, deputy director, affiliated societies, or other partner organizations such as the National Coalition Against Censorship, the Association of Art Museum Directors, or the associations of the American Council of Learned Societies. If an issue warrants action and is consistent with the advocacy policy, CAA will prepare a response. Depending on the importance and complexity of the issue, CAA will prepare an email, letter of support, or statement; cosign a letter with other organizations; or, in exceptional circumstances when legal action is required, prepare an amicus brief or support proposed legislation. All advocacy issues brought to CAA’s attention are reviewed by the counsel and the executive director. Consistent with the organization’s Advocacy Policy, the Executive Committee and, if necessary, partner organizations also review the issues. Important matters where legal action is involved will be brought to the board.

At the February 2011 board meeting, Andrea Kirsh, then vice president for external affairs, volunteered to work as CAA’s advocacy coordinator. She has since actively assisted in carrying out research and drafting letters and statements. Hide/Seek: Museums, Ethics, and the Press: A Symposium Report

Hide/Seek: Museums, Ethics, and the Press

Hide/Seek may be remembered as the censorship controversy that launched a hundred discussion panels. There were public statements and street protests, of course, letters to the Smithsonian Board of Regents and articles in the press, but most of all, there were the conferences. Starting with a gathering at the Jewish Community Center in Washington, DC, spreading to the West Coast, and featuring major public events at the Corcoran and the New Museum, these discussions responded to an apparently endless desire to analyze and assign blame, to blow off steam and extract lessons, and to place what happened within the history of Culture Wars in America.

An April 9 symposium, “Hide/Seek: Museum, Ethics, and the Press,” organized by the Institute of Museum Ethics at Seton Hall University and the Institute for Ethical Leadership at Rutgers Business School, had the goal of framing the issues surrounding the Hide/Seek controversy as ethical ones. Daniel Okrent, former chairman of the National Portrait Gallery, opened the event by posing several key questions: Is choosing to do a controversial show an ethical decision? Should a show ever be changed after opening? What happens after a controversy in terms of institutional definition and future planning? A diverse group of participants from such disciplines as art history, law, political science, and philosophy, as well as Smithsonian representatives and one journalist, attempted to grapple with these issues and more.

The Institute of Museum Ethics at Seton Hall and the Institute of Ethical Leadership at Rutgers Business School will hold “Hide/Seek: Museums, Ethics, and the Press,” a public conversation about current ethical challenges in the field, on Saturday, April 9, 2011. Registration begins at 9:30 AM, and the conference takes place 10:00 AM–4:00 PM. Lunch will be served.

Participants will examine the controversy surrounding the recent National Portrait Gallery exhibition Hide/Seek: Difference and Desire in American Portraiture, highlighting the ethical issues involved, discussing the role of print and electronic media and other instances where museums’ ethical practices are interrogated, and exploring related issues such as artists’ rights.
